When circuit is open, current is zero. So there is no voltage loss inside the cell.
Closed Circuit

V = E − Ir
When circuit is closed, current flows through internal resistance of the cell, so some voltage is lost inside.
Simple Reason
A real cell has internal resistance r. In an open circuit, no current flows, so internal voltage drop Ir = 0. Therefore terminal potential difference is equal to emf: V = E.
